Chinese operators have tightened their control over Application-to-Person (A2P) SMS messaging. Their Know Your Customer (KYC) system now only accepts SMS from phone numbers registered under a Chinese business entity. As a result, non-Chinese entities have been delisted from their system, impacting message delivery.
This change affects all suppliers in the market, meaning A2P SMS from non-Chinese entities will be delivered on a best-effort basis. If your messages are currently being delivered without issues, no action is needed. However, if you experience delivery failures, the sender ID may have been delisted by Chinese operators.
Long-Term Solution for International Businesses
To ensure reliable SMS delivery into China, international companies must register a China business license. This registration process requires submitting the following documents:
1) China Business license (this must be registered in China)
2) Trademark registration certificate issued by the national trademark management department.
3) Authorization Letter or Business Contract from a duly authorized representative of the enterprise. You can provide just the 1st and signature pages of the contract.
4) A commitment letter (this must be written in Chinese by a duly authorized representative of the enterprise) regarding the specificity and authenticity of short message signatures, as well as their compliance for use.
