The National Broadcasting and Telecommunications Commission (NBTC), in joint effort with the Royal Thai Police & the Ministry of Digital Economy and Society (MDES) have issued a new regulation in order to prevent and suppress online crime, particularly fraudulent SMS links, and it is mandated that all SMS senders must register the URL with their telecommunications service providers by January 13, 2025. If you don't register your URL, any messages containing links will be blocked and risk penalties.
How to register your URL
Luckily, the registration process is fairly simple.

Guidelines on URLs
The Anti-Money Laundering Office (AMLO) Guidelines on URLs emphasise the following criteria for URLs included in SMS content:
- URLs must direct users to legitimate and verified destinations
- URLs must not lead to interactive platforms such as direct download sites or forms requiring user input
- The purpose of the URL must be transparent, lawful, and clearly communicated in the intent registration process
- URLs used in SMS campaigns may require prior approval from the National Cyber Security Agency (NCSA) - the process and approval time are to be confirmed in the official decree
- URLs that are generated by URL shorteners, such as Bitly, are not allowed as it is considered leading to a platform not belonging to the owner of the Sender Name
- SMS sending URL must have the brand name clearly stated in the text body
These measures aim to enhance transparency and mitigate risks associated with misleading or unauthorised URL use, which could lead to misuse or fraud.

What happens if you don't register?
- After January 13 2025, you cannot send unregistered URLs; otherwise, if the government receives a report of scams or cybercrimes from the police, legal action may be taken, including the potential suspension of services and criminal penalties
- There will not be an initial block on URL’s sending BUT sending unregistered URLs risk service suspension and penalties.
